Went on here a few times over the last week or so, here's my verdict. It was hard to make this because most negative aspects were a product of the tiny playerbase, something they can't control.
Lack of players (usually less than 10) means that pretty much everyone on the server is engaging with each other at once, which is a nice change over the typical plaza-pacing routine.
I've never liked City 11, since the plaza looks like a giant alleyway, but it definitely brings people together and it works well for this smaller server. Best part about it is that you can see what people are doing all the time which makes the server feel much less empty. Bad part is that it's ugly. Reminds me of the beta. I hate the beta.
The playerbase is very experienced. Some great roleplayers here. They take charge of RP situations and serve as a the catalyst for any conflict that might occur. The few players that do end up joining the server have no problem weaving themselves into existing roleplay threads. Tools needed to create interesting RP exist for anyone willing to create it.
Not many complaints about CP. They throw out the occasional radio code, ask their peers for guidance over the radio, they never used a voice command and they generally met my expectations. Only complaint was that they could be too lax at times, but this was probably a deliberate attempt to make them less offensive (thus driving people out of the plaza), so I can't really complain. Again, the whole low playercount thing.
The content is probably the biggest negative about the server. [simfphys] vehicles, Garry's Bombs 5, Fallout Fortifications, and M9K are unneeded and do not fit with the aesthetic of any HL2RP server. M9K is a terrible weapon pack. No support for c_hands, weapon penetration, regenerating ammo, tracer effects, crappy GameBanana CS:S skins; it's clunky, most of the weapons aren't used and I think everyone can agree they don't fit in a HL2RP. I'll exclude the PAC3 stuff (of which there isn't much) since as long as the cops aren't using it and nobody is excessively tall or short, I don't care.
If you want a good weapon base with high-quality weapons that support c_ hands and have a myriad of configurations that can be edited in your server cfg, use TFA. All sorts of crosshair clientside stuff that can be toggled or edited, it's a modern replacement for M9K. Or, just use HL2 guns on the BackSword base and save people the addon bloat.
Overall, it's a behaved server with a lot of potential. The people running it are passionate and try to make sure everyone is having fun. However, I don't know how they'll react if they start getting more players. Perhaps it's doomed to be a private server-sized experience? I'm probably just biased because I have some internal desire to see more populated servers, of which there has been a severe lack of lately. Regardless, keep it up guys.
